2009 Youth Jobs Program for New Communities
Commonwealth Corporation is pleased to announce the availability of funds to support youth summer and fall employment in 35 communities across Massachusetts.
This is a competitive grant solicitation that is being sent to a variety of organizations, including local workforce investment boards and their fiscal agents, community-based organizations, and youth-serving organizations. Eligible entities that are interested in applying must contact the workforce investment board for the region where a targeted community is located. Each LWIB will review the qualifications of interested organization(s), select the strongest partnership group that can meet the goals of the program, and submit a single proposal from each workforce region.
Funds for this program were appropriated in the American Reinvestment and Recovery Act (ARRA) through the Edward Byrne Memorial Justice Assistance Grant Program administered by the U.S. Department of Justice, Office of Justice Programs. ARRA/Byrne funds were awarded to the Massachusetts Executive Office for Public Safety and Security (EOPSS). EOPSS entered into an Interdepartmental Service Agreement with the Department of Workforce Development to pass the funds to Commonwealth Corporation for grant administration and program oversight.
Because ARRA funds at both the federal and state level are subject to special requirements to ensure the highest degree of transparency in how funds are used, the Commonwealth determined that a competitive process must be used to award discretionary ARRA resources. As a result, these ARRA/Byrne funds are being made available through this required procurement.
