Federal Policy Directives

Training and Employment Guidance Letters (TEGL)

Training and Employment Guidance Letters (TEGL) provide guidance, information and policy from the U.S. Department of Labor (USDOL). These can be found on the USDOL Employment and Training (ETA) website at http://wdr.doleta.gov/directives/. The TEGLs most relevant to WIA Title I Youth programs are listed below, with direct links to these advisories on the USDOL website. Note that these are published as PDF files, and that many have important attachments that are posted as separate PDF files.

TEGL 17-05. Replaces existing guidance with a single, unified Department of Labor guidance document on the common measures and the WIA Section 136 performance accountability system.

TEGL 17-05 (Change 1). Provides clarifications on the application of the literacy/numeracy measure, initially provided in Attachment C, Educational Functional Level Descriptors, in Training and Employment Guidance Letter (TEGL) 17-05, issued February 17, 2006.

TEGL 3-04. Provides clarifications on new strategic vision for youth programs.

TEGL 02-07. Information about leveraging registered apprenticeship as a workforce development strategy for the workforce investment system.

The Massachusetts Online Labor Market and Occupational Outlook Resource Guide for WIA Youth Programs [PDF]. Provides information for online resources that are both "youth friendly" and focused on labor market evaluation.

Learning to Learn/Learning to Work: A Guide for Developing and Implementing Integrated Curriculum In Comprehensive Collaborative Education and Employment Programs for Youth [PDF]. A collaborative project of the Massachusetts System for Adult Basic Education Support (SABES) and the BEST Older Youth Initiative

Creating Career Ladders in the Extended Care Industry: The Role of the Massachusetts Community Colleges in the Extended Care Career Ladder Initiative [PDF]. This report about the ECCLI Career Ladder initiative provides insight on creating systems that help employers and staff to find and create career opportunities and take advantage of these opportunities.

Workforce Investment Profiles. The Regional Workforce Investment Profiles is an annual publication that is part of a series of Regional Workforce Profiles publications. These profiles show federal and state resources available in Massachusetts for local service delivery, identify participation levels, and list selected outcomes for the Commonwealth's main workforce development programs.

Establishing Effective Workforce Development Programs for Community Action Agencies and Other Community-Based Organizations in Massachusetts [PDF]. From MassCAP (http://masscap.org), this publication outlines information gleaned from reviews of other organizations, summative reports and evaluations, and a survey of CAAs/CBOs conducted specifically for this project.

The Extended Care Career Ladders Initiative (ECCLI) Library. The ECCLI Library provides information on the recruitment and retention of nursing staff through flexible educational opportunities and incentives.
