Using the Indicators

The P21 initiative is developing a series of specific indicators—data that illustrate the composition of the population of vulnerable youth in Massachusetts. Our data will be used in a variety of ways, including:

  • enabling communities to better understand the dynamics of the youth cohort at a sub-state regional level;
  • using regular data reports to benchmark and track the results of youth investments; and
  • reporting by gender and ethnicity, to ensure the state can achieve equity across all youth.

P21 has developed the following core youth indicators

  • Proportion of 16-21 Year Old Civilians who were Dropouts, 2000
  • Proportion of 16-21 Year Old Black non-Hispanic Civilians who were Dropouts, 2000
  • Proportion of 16-21 Year Old Hispanic Civilians who were Dropouts, 2000
  • Proportion of 16-21 Year Old Asian non-Hispanic Civilians who were Dropouts, 2000
  • The Employment Rates of Civilian Working Age (16 Years and Older) High School Students, 2000
  • The Employment Rates of 16-21 Year Old Civilians Not Enrolled in School, 2000
  • The Employment Rates of 16-21 Year Old Civilian Non Enrolled High School Dropouts, 2000
  • The Employment Rates of 16-21 Year Old Non-Enrolled Civilians with Some Postsecondary Schooling, 2000
  • Percentage of 16- to 21-Year Olds with a High School Diploma or More Enrolled in College, 2000
  • Distribution of 16- to 21-Year Olds by English Speaking Proficiencies, 2000
  • Percentage Distribution of 16- 21-Year Olds by English Speaking Proficiencies, 2000
  • Percentage of 16- to 21-Year Olds Who Were Jobless and Out of School, 2000
  • Percentage of Out-of-School and Employed 16- to 21-Year Olds Working in Full-Time Jobs, 2000
  • Percentage of 16- to 21-Year Olds with Income Below 125 Percent of the Poverty Line, 2000
